Cross-Straits start-ups and entrepreneurs learned about Pingtan's favorable talent policies at the Taiwan Innovation Park in Pingtan on Oct 13.

The policy orientation was part of the 2016 National Mass Entrepreneurship and Innovation Week taking place in Pingtan from Oct 12 to 18.

Local talent recruitment office director Pan Li explained the subsidies that Pingtan offers to talents that represent the city's vision of future development, which is largely based on innovation and technological progress.

According to Pan, an employer is entitled to a one-off "settling in" allowance ranging from between 250,000 yuan and 2 million yuan ($296,834) when hiring qualified talents.

Pan said that Pingtan's talent qualification system is not confined to educational background and consideration of other factors, such as work experience and track records, are taken into account.

Pingtaneased eligibility criteria for talents fromTaiwan earlier this year by offering subsidies to college graduates from 168 colleges and universities in Taiwan that are recognized by the Education Ministry.

The policies have so far been successful in attracting talents from Taiwan, according to authorities in Pingtan.

Mr. Huang from the Xiaomairen incubator in Pingtan said that some of their business consultants specializing in start-ups come from Taiwan, which is advantageous when recruiting highly educated talents from Taiwan.

The policy introduction highlighted the perks of settling a business in the Taiwan Innovation Park, such as subsidies, discounted loans and other financial aid.

The use of work space is free of charge for college graduates who start businesses at the park. It also offers pay supplements between 1,500 yuan and 4,500 yuan, and a housing subsidy of 350 yuan per month.
