The Pingtan Comprehensive Pilot Zone, in Fujian province returned a total of 109.3-million yuan ($173,600) in taxes as rebates in 2014, according to the local State Tax Bureau, 5.9 million yuan more than for the previous year, or an increase of 95 percent.

The rebate policy followed a “Pingtan closure” program that established an integrated customs management mode for all of Pingtan Island and allowed cargo from the mainland to Pingtan to be considered as an export, hence the tax return.

The Pingtan Branch of TPK Holdings, the world’s largest touch-panel manufacturer, with HQ in Taiwan, qualified for a refund of up to 1.02 million yuan from cargo imports. The local Tax Bureau also came up with ways to facilitate the rebate procedures for local enterprises.

Pingtan has 28 export companies, or 21 more than just five years ago.
