The construction of communication, water supply, electricity supply and other public utilities in the Pingtan Comprehensive Pilot Zone must meet the requirements of development and opening-up to offer better services for exchange and cooperation across the Taiwan Straits. A supportive infrastructure should be constructed to provide convenient services and secure construction safety.

Communication facilities

Pingtan plans to build a comprehensive communication system to promote contact between both sides of the Taiwan Straits. It plans to develop a key communication channel and “direct links for trade, mail, and air and shipping services” across the Straits.

Urban outbound traffic

The Chinese mainland and Taiwan can expect swifter and more convenient sea travel thanks to the sea route between Pingtan and Taichung city in Taiwan. The opening of the Straits Bridge now makes it possible to reach the island without a ferry. A composite bridge to the Straits Bridge is now under construction.

A highway from Changle, Fuzhou, to Pingtan and a railway from Fuzhou to Pingtan will be built to provide convenient communication between northern Haitan Island and the outside. The overall plan for port functions and spatial arrangement seeks to develop the Jinjing harbor operational zone into a national first-class harbor. Preliminary work for Pingtan airport is also in full swing.

Urban traffic

Haitian Island aims to form a low-carbon public transportation system that is convenient and utilizes intelligent management. The island has accelerated the construction of a trunk road network, developing the round-the-island highway and encouraging the use of electric cars and bicycles. It also plans to set up an intelligent traffic management system.
