The Xingfu Bay Project, a blowing sand reclamation in the north of Pingtan Island in Fujian province, is expected to complete construction during Chinese New Year. The project has a total budget of 220 million yuan ($35.4 million).

The construction started in June 2011. According to the overall development plan of the Pingtan Comprehensive Pilot Zone, the Xingfu Bay area will be built into a science and technology development base to explore smart transportation, accommodation, and living methods for cross-Straits communication.

The first phase of the project covers an area of 800 hectares and includes 25.7 million cubic meters of marine reclamation land. The second phase will cover an area of 1,000 hectares and reclamation land of 31.54 million cubic meters. A 266.7-hectare forest for windbreak and sand-fixation will also be planted during the first phase of the project to reduce negative influence from wind and sand on people's daily activities.
