The Technology, Culture and Education Zone is located in the northern center of the main island. It consists of three neighborhoods – Zhongyuan, Pingyang, and Xingfuyang.

Zhongyuan is the center for digital information, marine biology, clean energy, mechanical equipment, and other high-tech industries.

Pingyang is the center for higher education, vocational and technological training, industry research and development.

Xingfuyang mainly develops high-tech industries in cooperation with the Taiwan region.
